New Nuclear Plant Construction
Toshiba's U.S.-based subsidiary signed an engineering, procurement and construction (EPC) agreement to build two 1,350-MW Advanced Boiling Water Reactors at the South Texas Project site, the company announced Feb. 25. The agreement is between Toshiba America Nuclear Energy Corp., or TANE, and STP Nuclear Operating Co., which operates the two existing reactors at the site. STPNOC is acting as the agent for CPS Energy, which owns 40% of South Texas Project-1 and -2, and Nuclear Innovation North America. NINA is owned 88% by NRG Energy, which owns 44% of the existing two-reactor station, and 12% by Toshiba. NINA aims to build additional ABWRs in North America. The planned units 3 and 4 are currently structured with a 50-50 ownership by NINA and CPS Energy, although additional investors are being sought to participate in the project. STPNOC would be license holder and operator of the new units. The parties completed negotiations nearly two weeks ago on the EPC contract, but Toshiba's board of directors did not give approval until this week, a company official said.
Missouri support Grows for "Pay as You GO"
Growing support for the proposed Callaway 2 nuclear facility include both labor and business groups have expressed strong support for the project. Currently, consumer groups are among many trying to repeal the state’s ban on Construction Work In Progress. This is a necessary part of Missouri legislation that is required to pass for the construction of the proposed plant.
